Ark Homes Despite the gains made toward deinstitutionalization, hundreds of Iowans with intellectual disabilities are still living in large and costly state-run institutions. An emerging generation of these individuals will likewise be forced out of their communities due to a shortage of community-based residential alternatives. This will be especially true for individuals who are hard to serve due to behavioral or special health care needs. Friendship Ark Homes are residential options where persons with intellectual disabilities are able to live in small, family-like environments with each other. Designed for four to five adults with intellectual disabilities and two to four assistants, the homes are cost-effective alternatives with distinctive elements: a holistic model of nurture that addresses spiritual and moral development, as well as physical, emotional, social and intellectual development. Ongoing operational costs are funded on a fee-for-service basis under the Medicaid Home and Community-Based Waiver Program for persons with intellectual disabilities. Internal and external evaluation processes are used to assure accountability in management and delivery of services. |
